Framework mapping contextualizes the dynamic relationship between the key dimensions that impact the system. However, challenges in determining health system boundaries and the impact they will impose on using the framework need to be considered (CIHI, 2015). The external factors of cultural, economic, political and demographics are part of the concept map due to their integral influence in health resource allocation (CIHI, 2015). Reducing the fragmentation within the health system by integrating vertical and horizontal health services to collaborate as a whole may reduce waste, allocate resources efficiently, and reduce inequalities to improve the overall quality of care (Danaher, 2011). For example, inter-sectoral relationships between horizontal (e.g. primary care, long-term care, and public health) and vertical (e.g. between levels of management and government) reduce system fragmentation barriers (Danaher,
