Humanity as a basis value for all individuals, we all born with equality in terms of human dignity and rights. These rights must be respected and cannot be violated by other people or even state. This notion is seemed to contradict with the real situation that occurs in the world since the violation of people is likely to increase. Realism describe state as an actor in anarchical system pursues goals which normally are survival and maximizing power and interests. Therefore, humanitarian intervention, for realists, it is just an excuse to pursue its own interests in that country such as annexing territory, or control of natural resources. According to Libya civil war, humanitarian intervention in Libya just an excuse to overthrow Gaddafi’s regime. The possession of weapons during Gaddafi’s regime was seen to be threat to security of Western states. Its weapons of mass destruction were accumulated successively since 1980s. Mustard gas, Sarin, and Phosgene had been produced in a large amount and these chemical weapons had been used in Chadian–Libyan conflict. Although Libya was forced to abandon WMD programs, no evidence prove that Libya completely abandoned them. Terrorist-sponsored by Gaddafi was also the other issue that feared the western. Gaddafi took part in terrorist actions such as 1986 bombing nightclub in Germany , 1988 Lockerbie Bombing , also supplied arms to the Provisional IRA and to armed groups in the Middle East.
