Cointelpro is at surveilling, infiltrating, discrediting and disrupting domestic political organizations. After he found out what the protesters were up to they arrested them without legal cause. After people found out thats the government use there security illegally that made the people mad, this cause for the people to turn away from the federal government. They no longer felt safe because of the power the government have, they no longer have the privacy they first thought they had. This made the public unsatisfied, the war got worse.
