Introduction
The organization from which the case study is based is the Los Angeles Police Department (LAPD) which is the law enforcement agency for Los Angeles, California, United States of America. The problem herein referred to in the case study emanates from the 1992 Los Angeles Riots that were in response of what became to be known as police brutality. The problem is particularly a conflict between the LAPD and African American residents who felt that the police were unfairly treating the blacks with regards to various crimes. The strained coordination may be linked to the autonomy that the LAPD enjoyed that disconnected it with the community. For example, although LAPD improved while under Chief William Henry Parker, he was very instrumental in further disconnecting the agency from the community and hence the development of the mistrust between the civilians and members of the police force. He stopped supporting crime prevention programs and sought hitting crime head-on. During his time the LAPD became very aggressive as seen in the way they would simply stop and frisk people for looking suspicious. This policy increased the perception that members of the African American community were being targeted. An exemplary LAPD scenario can be seen during the leadership of Edward Davis between 1969 and 1978. For example, there is no rationale applied when deciding that someone looks suspicious and therefore subject to scrutiny and inspection. The system used to conclude that the African Americans were more prone to crime is unknown and therefore can be said to be based on racial bias. From the onset the ethical concerned of African Americans were not taken into considerations. LAPD and other officials in the state remained racially biased and that alone meant ethical issues were overlooked even in the wake of the riots. Ethical decisions of the management have the potential to create a new culture within an organization and in cases where employees are not able to comply it could result into conflicts and go-slows.
Recommendations
For this case I recommend democratic leadership style in which all the stakeholders (leaders, subordinates and the wider society0 have a say in decision making. In addressing the riots the police should involve the civilians by listening to their grievances as opposed to using force over them. The LAPD, the mayor and the Sheriff should all agree on a system that is centered on the best interests of civilians who they serve.
The leadership should be fair in their judgment and focus their efforts in making the society a better place by trying to listen to what the society feels. They should stop using force on the people so that the people may feel part of the
