I have to disagree with your view of cutting mediating neighborhood disputes. I see your point being people should try to resolve things on their own, however often times problems escalate quickly, especially when both parties know that the resource of calling a police officer is now unavailable. Good community relationships are essential for a neighborhood to flow smoothly, in hopes to tolerate less crime.
