Current census data has projected that roughly one-third of the Tenderloin’s 34,000 households earns less than $15,000 a year. More than half of the neighborhood is listed at below 200% of the census poverty threshold. Distrct 6, which includes the Tenderloin, is home to over 40% of the City’s homeless population. The median household income is just over $29,000 per year, compared to the 2013 citywide median income of $75,000 per year. (Esri 2010)

Their findings showed that the Tenderloin contains the highest concentrations of tobacco outlets in San Francisco as well as the lack of fresh produce and the low quality of fruits and vegetables that were available at corner stores. (Flood et al 2015) At the convening, community members gave input on how to address the disproportionate ratio and high of density of tobacco retailers to availability of fresh food. The lion’s share of the community’s response showed that residents wanted to see corner stores used to influence positive behavior in the neighborhood. The FJLs serve as peer educators, community advocates, and as liaisons between Coalition staff and corner store merchants. They are trained in nutrition education, culinary arts, and community organizing techniques so that they are able to inform and educate the community at large as to the importance of food justice. FJLs conduct in depth store assessments that show the availability of healthy food products and have developed a rating system for participating stores. The rating system is highlighted in a resident shopping guide that promotes the healthy highlights of each store. From 2012-2015 over 50 of the 70 corner stores participated in the shopping guide assessments each year. It is challenging for residents to know which stores are offering healthy products with such a high concentration of retailers. This leaves many merchants disillusioned that the local community has a demand for fresh foods. Despite this notion, merchants are paying attention and increasing the availability of healthy food products in their stores. Over three years, the ratings of the 1 star and 2 star participating stores has decreased while the number of 3 star and 4 star stores has increased with more stores displaying quality produce in their windows.
