Radiological Incident

An unplanned event involving radiation or radioactive materials

General response and responsibilities of an RCT during an incident

Define and assess the problem

Attempt to stop the cause of the emergency

Notify facility management and safety personnel

Warn personnel in the area of the emergency

Isolate the area

Minimize personnel exposure

Request facility management to secure unfiltered ventilation

One should only alter designed ventilation if it is obvious that ventilation and improper air flow patterns are contributing to the incident and impeding bringing it under control

Perform Surveys

Initiate the recovery

Site emergency response plan

Contains information concerning evacuation routes, staging areas, handling of contaminated personnel and information concerning off site support organizations

Emergency kits/ cabinets

Contains smears, gloves, bags, supplies for postings, dosimetry, respiratory equipment and a copy of facility emergency procedures

RCT response to a CAM alarm

Stop operations that may be causing airborne radioactivity and place the area in a safe condition

Warn others to evacuate

Request facility management to secure unfiltered ventilation

Contact line or facility management for support

RCT response to a PCM alarm

Instruct affected worker to remain in area

Report to the scene with at least portable instruments for direct Surveys and smear media

Perform whole body survey for the appropriate type of radiation

Take actions to minimize cross contamination, such as covering or placing a glove over a contaminated hand

RCT response to alarming dosimetry

Stop work activities and place area in a safe condition

Alert other workers in the area

All personnel shall exit the area

Notify radiological control personnel

Radiological control- determine the cause of the electronic dosimeter integrated dose alarm and have the workers TLD badge processed if needed

RCT response to lost dosimetry

Individual must leave the area if dosimetry is required

Contact RCT supervisor for reissue of dosimetry

RCT response to rapidly increasing, unanticipated radiation levels, or an area radiation monitor alarm

Evacuate personnel as quickly as possible to a safe area

Measure radiation levels in affected area

Notify line/facility management

Evaluate the situation

Verify that postings and boundaries are adequate

RCT response to dry or liquid radioactive material spill

SWIMS

Stop the spill

Warn other personnel

Isolate the area

Minimize exposure

Secure ventilation

RCT response to a fire in a radiological area or involving radioactive materials

Establish barriers

Provide air monitoring equipment

Perform air sampling

Surveying personnel, materials, and equipment

Provide assistance to fire response personnel by providing them with information on any radiological conditions they need to be aware of

Perform Surveys of equipment once the fire is extinguished

Ensure contaminated material is properly bagged and tagged

RCT response to other specific facility incidents

Accidental criticality

Leave your area and report to your assembly area

Off site contamination

Assemble the team

Perform duties as instructed by the team leader

Response levels associated with radiological emergencies

Alert represents events in progress or having occurred or potential substantial reduction of the level of facility

Site area emergency represents an event that is in progress or has occurred involving actual or likely major failure of facility safety or safeguard systems

General emergency represents an event that is in progress or has occurred involving actual or imminent catastrophic failure of facility systems

Facility specific procedures for documenting radiological incidents

Document as you would document routine activities in the radiological control daily log sheet

Emergency response organization

Emergency operation center (site)

Emergency command center (facility)

On scene command (on scene)

Available offsite incident support groups

State police

Regional medical centers and hospitals

County fire departments

Bureau of land management

State oversight

Region radiological assistance program team

3 actions taken in decontamination of personnel

Physical condition of the worker

Location of the contamination on the worker

Activity of the nuclide present

Actions required by the RCT for an individual suspected to be contaminated

Obtain instruments and proceed to location

Assess conditions

Perform a personnel survey

Control Contamination

RCT's actions when contamination of clothing is confirmed

Notify radiological control supervisor and facility line management

Control Contamination

Remove clothing

Redirect the individual

Actions taken when skin contamination is confirmed

Remove high levels of contamination

Notify supervision

Decontaminate if appropriate

Assess the possibility of internal contamination

Steps for using cleansers to decontaminate personnel

Soaps and detergents dissolve and suspend contamination

Sticky tapes

Stronger soap and more abrasive materials (medical personnel)

Stronger chemical techniques such as potassium permanganate, sodium bisulfite, DTPA, or CaDTPA (medical personnel)

Treatment of minor injuries

Render first aid, as needed

Survey for Contamination

Decontamination is then performed, as necessary

Inform medical personnel

Get to medical aid

Responding to major injuries or illness

Don't move individual unless it is doing more harm for the person in the area for a short period of time and the rescuer

RCT's responsibility at the scene of a major injury after medical supervision has arrived

Advise medical personnel of radiological conditions and precautions and make decisions concerning the radiological protection of the personnel on the scene

Treatment and transport of contaminated, injured personnel

RCT should administer first aid that they are trained to perform

Preliminary cleanup ( if you can't wrap individual in a sheet or blanket to limit the spread of contamination)

Document all pertinent information about the incident and results of the Surveys taken

Factors that affect an RCT's selection of a portable radiation survey instrument

Type of radiation

Intensity of the radiation

Energy of the radiation

Environmental factors
