He piggybacks on Wilson’s (1978) three typologies, and describes Wilson’s legalistic serviceman as bureaucratic. Inter-organizational determinants also include the political culture of a community, meaning its values and expectations about how things should be run are heavily influenced by politics.
Wilson’s (1978) typologies are so iconic that even Smith (1984) piggybacks on his research to examine the organizational contexts of police departments and organizational influences on police decisions.
