In the wake of the disastrous hurricane Katrina, there was an obscene amount of unethical behavior and police misconduct. The Frontline story about the effects on New Orleans during the hurricane went deeper than just the media coverage of how good police agencies were helping the public.The disaster put everyone in danger and changed regular circumstances tremendously. For the police if there was just a slight bit of misconduct this disaster propelled those behaviors massively.
