Segregation In Public Schools: Article Analysis

Malcom X states, “America preaches integration and practices segregation” (BrainyQuote). This statement tells exactly what goes on today in the public school systems around America. In the articles “Why our schools are segregated” and “Segregation revisited: The racial education landscape of Charlotte Mecklenburg schools” they discuss how minorities are given unequal education and how schools are kept segregated. They also talk about the effects of minorities not being placed in a diverse environment. Children are not only segregated by race now they are segregated by residential segregation and their socioeconomic status. The first court case was the Swann v. Charlotte Mecklenburg schools board of education in 1971. The case was over the Swann family wanting their son to be able to go to the predominately white school that was closer to their home instead of the black school that was further away. The court ruled that there should be mandatory busing put in place for racial integration. For two decades that system worked until the economy started to pick up and people fought for the school system change the busing policy. So instead of busing kids they created magnet schools in order to keep the children integrated. The magnet schools used racial balance to integrate their schools. Racial balance soon became a problem in 1999 with the Capacchione v. Charlotte Mecklenburg Board of Education. As stated in the article “Capacchione argued that his daughter was denied admission to the magnet school because of quotas for racial enrollment” (179). This statement shows that a white parent was angry that his child was not able to get in a good school so he fought to have schools segregated. In order for his child to be placed into a better school without any competition. The court ruled in his favor and the school system created zoning to where children could only go to schools in their neighborhoods. This caused minorities to be segregated again by their race and class. The school district then labeled schools with high populations of black students Title 1 schools. Stated in the article “To be designated as a Title 1 school, at least 75% of the school has to meet the federal poverty level and must be in need of financial assistance” (180).
