The first court case was the Swann v. Charlotte Mecklenburg schools board of education in 1971. The case was over the Swann family wanting their son to be able to go to the predominately white school that was closer to their home instead of the black school that was further away. The court ruled that there should be mandatory busing put in place for racial integration. For two decades that system worked until the economy started to pick up and people fought for the school system change the busing policy. So instead of busing kids they created magnet schools in order to keep the children integrated. The magnet schools used racial balance to integrate their schools.
