Limbaugh's argument is like saying that because driving is risky, students should be taught to not drive at all. Encourage them to walk wherever they want to go, and to ride their bicycles to reach further distances because driving is too risky. Not that this analogy is any better, but no sane person would accept this solution to reckless driving. We teach students how to drive safely so that they can limit the risk of an accident or the danger of killing themselves or anyone else while driving a vehicle. Therefore why would we teach them to never have sex and to be abstinent, when eventually they are going to have sex. Although it might not be during high school, they need to know the consequences and the safety precautions that go along with having sex, whether it's preventing pregnancy, or it is teaching them how to prevent the spread of disease.
