Being a pretty casual man, he strolled out of his office in his slippers to talk with his cabinet of advisors. It was 1807, only 31 years since they stopped fighting with Britain, and they were already asking for another war, he thought to himself. Later, in the meeting with his Cabinet, there were mixed opinions and though much was said, nothing got done. He was getting irritated.

His hand knocked over the inkwell as he scratched out the fleeting thought before he fell asleep.
In the morning, when he woke up, he puzzled at the note in his hand. His eyes focused slowly and painfully to read what he found -- “EnBARgro.” “An EnBaRgro... enbargo… embargo… An embargo is what our new-ish country needs!” he said aloud to no one in particular. He rose to take this idea to Congress.
After a few hours of waiting for everyone to get there and several more of talking to the completely stubborn, good-for-nothing members of Congress, one of them finally said something slightly intelligible. “So, you’re saying we should do something about Britain and France fighting, like what?” asked the congressman.
“I don’t want to go to war, but we must punish those two countries! They are always fighting and we don’t need to lose men because France and Britain had a disagreement. We are not taking a side in their wars. We remain neutral and still they do this to us!” the President
