They go along on the surface, for instance the grass-eater could be the officer who masks their defiance. The grass-eater does not go out of their way to look for trouble but they are well aware that the free meal, coffee, or not turning in money found is engaging in misuse of power. The grass-eater engages in deviant behavior but picks and chooses which actions may be more acceptable within the majority of the group.
The man-eater displays more attributes of a bully with actions of deviance and corruption for instance the man-eating officer usually looks for opportunities to act outside of the law. The man-eater does not respect authority and like a bully they use their authority to target, intimidate, and dominant individuals who have little or no authority. In other instances man-eaters participate with other individuals who are usually feared because they cause problems.
Both man-eater and grass-eater benefit from the wall of silence, which allows the dysfunctional behavior to continue. The officers are not singled out for condemnation or help because their fellow officers will not disclose the wrong doing. The wall of silence by its very nature protects the wrong side because it endorses loyalty toward the wrong doer, which allows officers to protect each other even in the face of misconduct. Unfortunately this behavior leaves anyone outside of the fraternity on the wrong side of the culture. Which makes those individuals
