The routine oral HIV self- testing project monitoring data will be used to answer the above learning questions at all levels. The HIV cascade data from LINKAGES project before January 2017 will be used as baseline for oral HIV self-testing project. LINKAGES country and HQ teams will regularly analyze the project secondary data and compare the HIV cascade performance before and after the introduction of oral HIV self-testing project. LINKAGES will conduct a formative assessment with government (especially the Ministries of Health), key population groups and individuals before implementation of the project to explore the best strategies and demand generation approaches for community-based self-testing and strategies for engaging KPs who test positive with a self-test. Moreover, a formative assessment will be conducted at the end of the pilot project in order to assess an improvement in policy environment, and programming for HIV self-testing in Kenya, Malawi and
