In the Syringe and Needle Exchange as HIV/AIDS prevention for Injection Drug Users article, the reason for the research was that there were critics claiming that the needle exchange program will encourage the use of IV drugs, even though there were reports in decline of HIV infection among IV users by one third. The method used for data collection is by a semiannual survey of IV drug users (IDUs) recruited in the natural settings in three communities around San Francisco, and the Prevention Point syringe exchange program records.
