In 1967, Charles Katz used a public telephone in Los Angeles, California in order to place illegal gambling bets. Not only was he placing bets over the phone, he was placing the wages to individuals in Boston and Miami. While he was placing the bets over the phone, Katz was unaware that the Federal Government, also known as FBI, was conducting an investigation through the electronic collection data. After the conversation, Katz was arrested and apprehended by the FBI. Katz cited that the FBI had violated his personal privacy and private settings.
