Byzantine emperor Justinian wanted to preserve the Roman laws. He was a very strong leader, but was also fair and wanted to protect the people. Justinian created a way he could do so without them having to be confusing to other people. He unified the laws, creating one code which is now known as Justinian’s Code. It was published in 529, stating “that which seems good to the emperor has the force of law.” The code was created by a team of ten Commissioners. They wanted to simplify and document all of the laws. Before this, the laws varied from region to region. Some laws were not enforced at all. With the code, there was a simplified set of laws for all citizens. Women and slaves were even given some rights.
