The Polonoroeste project is a perfect example. In 1960s – 1970s, there were many overpopulated areas in Southeast of Brazil. Simultaneously, thousands of people in the South lost their job due to automatic machines. To solve both problems, Emilio Garastazu Medici, president of Brazil at that time, proposed “land without people for the people without the land” plan (Stephen, 1985). It was Amazon forest that the President referred as land without people. As a result, the Polonoroeste was enacted to build a 1.500 km highway through the forest, over the state Rondonia, the heart of Amazon basin. However, the reality was totally different. Large owners, who were rich, bought all fertile areas, and left the rest that was barren for the poor and landless. Thus, when the new comers received their lands, they could only grow one season of crop. Then the land became infertile. As consequence, they had to clear others forest to grow new crops. And “This process has brought Rondonia the fastest rate of deforestation in Amazonia. If this rate continues, it is estimated that by 1990 the area (about the size of England) will be totally deforested (Stephen, 1986, para. 3). Moreover, due to the decreasing of the forest, the habitats of hundreds of plants and animals disappeared, putting them in the risk of extinction (New Internationalist Magazine,
