I have known Mr. Hooper since 2004 when he was hired as a Planner for the Del Norte County Community Development Department. I have been his immediate supervisor since that time. We have both progressed in our careers over the past 12 years to where we now hold the top two positions in Department.

Hooper in 2004 had to do with his first-rate written and oral skills. From the very beginning he was able to take on a project and in short order identify the issues and present written reports supporting his findings. These skills have only grown the longer he has worked in the Department and gained a considerable institutional knowledge of all aspects of Community Development. He is extremely articulate and is able to gage his audience’s knowledge base when imparting technical information in order for his message to be understood. His analytical skills are well honed and are evident when making critical decisions.
4. How effective are the candidate’s interpersonal skills with classmates and professors and/or peers, managers, and subordinates?
Mr. Hooper is well received by his colleagues both within the Department and within the County family including the County Board of Supervisors and lead personnel in the County Administrative Office. With respect to subordinates, there was a transition period when Mr. Hooper promoted to Assistant Director of Community Development in 2015, as he was previously only responsible for the completion of his own work within the Planning Division.
