Eligibility for MA is income-based, generally low-income and disabled individuals. Therefore, ARMHS participants are largely disadvantaged economically and experience the numerous difficulties inflicted by poverty (Novotny, 2011). The client must also be experiencing impairment in at least three areas of the 13 important functioning provided by the state as functional assessment, (the 13 functioning have been listed down at Functional Assessment subtopic at page 8 of this paper), which is assessed at their intake with a mental health professional (DHS, 2015).
The social work principles of service, social justice, human dignity and worth of the person, and the importance of human relationship are central to ARMHS program. HealthStar embodies these values in providing ARMHS by putting clients in charge of their own goals and pace for services (NASW, 2008).
