This amendment came to be because President Franklin D. Roosevelt minimized that war draft to age of 18 during world war two when the original age was 21. The common slogan during this time was ‘old enough to fight old enough to vote’ that led to Georgia in 1943 to become the first state to lower its age to 21 to 18. This amendment was necessary because like the slogan said if you are old enough to fight you are old enough to vote.
