Terroristic activity is not a new concept here in the United States or in other countries plagued with high political turmoil. Terrorism is defined as the meaningful attempt of a smaller group or individual behaving irrationally with sadistic ideals who try to inflict their ways of thinking on a larger group or population. In every instance of terrorism, the tactics of fear and intimidation are always utilized (Schmallenger & Hall, 2014, p. 402). Terrorist organizations look for large areas with a booming population.

During or after an emergency crisis, support is needed from emergency management officials, law enforcement officials, and a host of other government agencies in order to respond to and recover from the situation. Reactionary planning establishes where improvements are needed in order to withstand possible attacks. Whether it includes educating the community on the importance of recognizing potential hazards or terror activity, strengthening law enforcement officials, and improving infrastructures. While resiliency planning focuses on taking steps to resist an attack. Coordination efforts of the emergency management fall into the reactionary planning category. The Hazard Identification and Risk Assessments (HIRA), created by Homeland Security provides information to many federal, state, and local organizations who rely upon when conducting both resiliency and reactionary planning.

The purpose of the Emergency Operations plan provides the general public direction, organizational structure and specific command on preparedness, response, and communication regulations. The EOP identifies individuals and organizations responsible and accountable for life-threatening support and emergency response in the event of an emergency. These vital infrastructures are important to the city of Metropolis and protection from any disaster is very crucial. Each one of theses public locations can be a prime target for any terrorist activity. If any terrorist activity occurs at any one location, the Metropolis Emergency Operations will coordinate and supervise all emergency personal and oversee all recovery operations. The Metropolis Emergency Operations Center will work with the local, state and federal governments as well as any other agencies to protect life and property. The Metro Port would be a prime target for an imminent attack. It is considered the gateway to the world for both shipping and travel needs, with three major railroads that receive goods from other countries, as well as commercial freight and transportation of military goods to include ammunition. Terrorist attacks such as planting a bomb to detonate within the downtown area, or gaining access to the military goods being transported can make for a nightmare on the railways. The downtown portion of Metropolis is a prime spot for terror activity with the shopping malls, outlet stores, restaurants, movie complexes, bowling alleys
