Furthermore, the boys fail to effectively govern themselves based on Cesare Beccaria’s notion that a government would essentially fall apart without a fair criminal justice system with laws. According to the philosopher Cesare Beccaria, it is vital for governments to establish an unprejudiced and reasonable justice system and laws. In other words, Beccaria believed that in order for a government to function properly and fairly, it should have an equitable crime and justice system, where the purpose of laws is to keep order/benefit society, and where punishments match the crime. These crimes would just escalate, to the point where the government, too weak to stop it, would be overthrown, and chaos and anarchy would rule, leading to death, destruction, and eventually total annihilation of humanity. However, too much punishment and biased interpretation of laws, especially usage of torture and capital punishment, would result in a government ruling by fear and savagery. In addition, the constant use of cruel and unusual punishments would give the blaring message that violence against other people is ok--after all, if the leaders themselves partake in it, why shouldn’t the rest of society?
