The formless matter would be the furthest from God. Seeing matter with is not like God, seeing it’s without form, form in the sense of more godly then formlessness would posses the weaker claim of actual existence. In short, according to Augustine God would have first made the heave of heavens and also formless matter. From there he would have made the visible heave and earth from the formless matter. It’s also important to mention that the formless matter I have just discussed was not included in the seven days to create Heaven and Earth. Reason being, there cannot be time when there is no form. Reverting back to the discussing around the Heavens of Heavens, nothing there would be susceptible to change. Anything that is not made from the same matter as God would be susceptible to change, however seeing the Heavens of Heavens is were God lives this would not be able to obtain duality and change.
