The entry team responsibility is to eliminate the deadly behavior of the active shooter and prevent access to potential victims. They do not aid in in the rescue of victims. If the entry team is successful in locating the active shooter and containing them with no further access to victims the Special Weapons and Tactics (SWAT) team will relieve them and Crisis Negotiators will be used to try to get the active shooter to surrender. The first responder will provide communications/dispatcher with as much information regarding the incident such as building location, type of weapons used (if known) provide perimeter points to contain the subject. A staging area will be set up for all media and the PIO. The IC will assign two teams; a Contact team and a Rescue team. The contact team will hold the responsibility of locating the active shooter, and the rescue team will hold the responsibility of rescuing all victims. A team leader will be assigned to both teams however, if a SWAT team member is on the contact team or the rescue team they will assume the role of team leader automatically. The SWAT team will relieve the contact team upon entry and negotiators are notified. The rescue team will coordinate with EMS personnel and notify the Command Post.
