Types of source selection

LPTA - well defined requirements, limited risk of technical failure, mature environment - mostly concerned about cost and technical is pass/fail

Trade off process: originally called “best value” used for requirements that will require development or that have greater performance risk. Cost is not necessarily most important factor. Process allows for trade off among cost/price and non-cost/price factors (technical, risk, past performance/SB (non mandatory))

Trade off factors

Quality of product/service that will be discriminators (one or more sub-factors)

-Technical (comes with a risk rating)

- Technical Risk

-past performance (can be waived by the PCO) - recency, relevancy, quality

-small business participation

*L (instructions) & M (evaluation) must match
