The treaty greatly loses its legitimacy when the three countries that are responsible for 64% of the global export of conventional weapons have not ratified the treaty (Spiri.org, 2015). Presently the treaty has only 87 state parties that have ratified, meaning that the majority of countries in the world are not taking part in this treaty. With this high demand there are always members willing to sell. However, these members that are willing to sell are the permanent members of the Security Council, three out of the five have not ratified the deal. As long as the major contributors to the global arms trade are reluctant to ratify the ATT it is unlikely that the treaty will receive any legitimacy on the global
