The nuclear meltdown in Fukushima is one of the biggest nuclear disasters known to man. It is considered to be the most disastrous nuclear event to a powerplant behind Chernobyl. It is interesting to see the thoughts behind the actions made by Tepco abbreviated to tepco for the remaining of the paper.
This essay tries to answer the research question. To what extent does the Rational Actor Model explain the events during the Fukushima disaster. The Rational actor model in the remaining p-art of the essay abbreviated to R.A.M is a model introduced by Allison and Zelikow it is used Cuba missile crisis to show its applicability to understand the model. This paper will use this model to explain the fukushima nuclear meltdown

The R.A.M is one of the three theoretical models of decision making introduced by Allison. These models can be used to explain governmental behaviour. Allison used the model to explain the Cuban missile crisis.
It is important to understand the core concept of rational actions. By assuming the core concepts one can try to analyse decisions made by using ram. Alison gave 4 core concepts of rational thinking
The first core concept of rational action is the goals and objectives of the agent burdened with the decisionmaking asset. The analyst hads to see all the goals and objectives the decision-maker has. HE has to look into the choices and the aftermath or mconsequences of the choices The choices can make
The first point of the ram is that the government is a unitary actor. The Government has the same interest and goals that it tries to reach. There is no dispersion of interest. While in practise various actors of the government might try to get another goal. This model assumes the government pursues its interest. It can be concluded that while the ram model has its flaws. It heavily relies on rational thinking. Again the core concept of to maximalise the situation is something everyone tries to do. During the analysing part it could also be concluded if there is a lack information or communication it is hard to apply ram as the actor with the ability to make decisions should be an unitary actor. In the fukushima case there were various actors with that were able to make decisions. the lack of communication did not only cause the lack of communicating to eachother but also within the actors there was a
