Technology today is anything invented to help improve or better the lives of people. The Hound tracks down people with it's insane sense of smell and then attacks, potentially killing them for what they have done wrong. Guy Montag knows the Hound is after him since he owned books and ran away as his house was being burnt. The Hound is really advanced as revealed in the following line.
