President Obama 's additional war-related campaign agreement was to improve the United States military assurance in Afghanistan in order to maintain the extremist Taliban’s from achieving power and allowing the Al Qaeda repeatedly using the country as the foundation for terrorist operations against the United States. Obama soon after taking office, granted the military 's request, which was originally made at the end of the Bush presidency, to dispatch an additional 21,000 troops to Afghanistan, raising the American military presence roughly to about 60,000.

As the year unfolded, Obama was persuaded that a change in the United States military strategy was needed, so that the government of Afghanistan would ultimately be able to defeat the Taliban on its own. Subquently, In June he assigned a new military commander, General Stanley McChrystal, and asked him to suggest a new course of action.
