This paper discusses the process of marketing and implementation of the drug-free workplace policy. The costs of the program and the measurements of success or failure of the program are examined. This paper talks about the leadership roles in successfully implementing the policy. The legal issues and ethical considerations are reviewed. The global dimensions of substance abuse in society is debated against pending legislation that could make a DFWP harder to be successful.
The marketing and dissemination of information is the most important action for a municipality when implementing a policy successfully (Arline, 2015). Business process management (BPM) principles and practices should be used to employ the drug-free workplace policy (DFWP). This is because government agencies are evaluated in terms of competitiveness and attractiveness of their services. The goal is to enhance efficiency and transparency of government services and increase involvement of citizens and enterprises in decision making (Ziemba & Oblak, 2013). Substance abuse by government employees creates societal damage and decreases the efficiency and effectiveness of the municipal organization. The City needs to target the employees to engage them with the policy. The City of Newark should develop a clear and focused vision of why the DFWP should be executed. Examples with personal histories of substance abuse need to be presented to emphasize how it can ruin individuals’ lives (Fay, 2000).
