They are people who aspire to harm others for self-gain. By using their high-ranking positon in society, they are able to persuade people to trust in them because there is some hidden knowledge that they possess or a special ability only present inside that particular person. They involve you emotionally by asking for personal details and in return you will receive some form of money or salvation in the afterlife. They use this trust to manipulate the direction of attention and go back on their promises. Finally, to top it off, they blame it all on the person being hoodwinked. People with evil intent with no sympathy for others have and will always exist. Tartuffe is a story with a great example of an evil
