For the trash example you could gather a group a people willing to help you clean up the scattered trash once a month, or once a week. Perhaps while you walk along the road, or in a public park you could pick up trash. You could also pass out fliers that give people information about littering and maybe they will stop. Or combine both suggestions to stop the trash from coming and clean up the existing trash. For the friends example you could set up a big group activity with new people and make some new friends or sit with some new people at lunch. In general, make some new friends. Give yourself a pat on the back. No really do it! You just made a community better or your own life better. Now, the real last step is to make sure that the problem does not come back. With the trash example you could create a club that picks up trash once a month to ensure the problem does not come back. For the friend example you could host(or go to) parties/get togethers with new people to make new friends.
