Lenin urged immediate action to be taken as any delays would be fatal, since the problems Russia face cannot be solved by conferences or congresses. Lenin wants to arrest the current government as soon as possible and is not concerned with who takes the power because that can later be dealt with the Revolutionary Military Committee.
