Who or what is FIFA and why does the FIFA scandal concern me? First, let’s look into FIFA. FIFA (La Fédération Internationale de Football Association) is the international governing body of football (better known as soccer here in the US). FIFA is responsible for the organization of football 's major international tournaments, most notably the Men’s and Women’s World Cup. FIFA was founded on May 21, 1904 in Paris by delegates from Belgium, Denmark, France, the Netherlands, Spain, Sweden and Switzerland. The founders created the first FIFA statutes, unifying the laws of the game to make it fair and clear to all players setting the foundation for all future football development. In this report, we will focus on the conflict of interest, FIFA’s Independent Ethics Committee’s actions to prevent corruption. FIFA’s Independent Ethics Committee has the primary responsible for investigating possible infringements of the FIFA Code of ethics. However, FIFA does not provide a systematic control of corruption risk for it system of internal controls (COSC). In the Governing FIFA’s Concept Paper and Report from 2011, it was suggested that FIFA should address more specific rules for risks affecting their system for gifts, hospitality, political and charitable contributions, and that these factors should be strictly analyzed. The handbook would have to address issues and potential issues that officers inside of the organization face. Having a strict policy on what is and is not unethical inside of the organization would give better boundaries for agents of the organization to follow, as well as give the public a measurement of integrity to hold them to. No response at all is a possibility, and has been FIFA’s course of action (or inaction) for the past couple decades when faced with international concern over corruption. To continue on without addressing some of the above concerns would likely land FIFA in trouble with sponsors and sources of money, broadcasting networks which show their football games, and fans who pay to watch and support their favorite teams. They would risk criminal prosecution, disassociation with the support, and the cooperation of teams from all over the
