It is important that you pointed out public health is ethical: first to achieve common good, and then also acknowledge not marginalizing the disadvantage group. For your example on vaccination, on bioethical level, it is unethical to force someone to receive vaccination if he/she against. But it is ethical in the public health level because it reduces the harm for a population. Let’s say an individual against measles vaccination, and becomes infected. This individual brings great exposure risks to other individuals who have not immunized (special the very young population). Would it be ethical for other individuals to face such exposure risk?
