Distrust of the agency comes from the many scandals that it was involved in. It also comes from the harassment and audits that it is notoriously known for. Taxpayers would often be harassed constantly until their taxes have been paid. Most taxpayers have been improperly accused of faking tax returns and had more money taken from them then they should have. The agency is often viewed as a way for corrupt officials to steal money from the average citizen. Tax laws also became a big issue amongst taxpayers such as the income tax. They view this form of taxation as a way to burden lower class citizens. The agency is also viewed as a bully by many people especially minorities. The long history of discrimination and harassment has impacted the name of the IRS in a very negative way. Taxpayers no longer view the agency as a helpful guide for taxes after claims of poor services. It has been known that calling for an IRS representative would take 30 minutes to reach one. These regulations would cause complications especially for large companies. One company that was affected by a tax regulation was the National Institute of Health (NIH). The regulation made the NIH pay more towards the government. This increase in payment towards the government caused the NIH workers to have a 7.65% cut to their pay. The regulation also had the employees social security and medicare taxes to be withheld from their pay. This began to affect the trainees who were from local universities and trained at the Institute. The new rule started to withdraw social security and medicare from the trainees pay. The NIH disagreed with the new regulation and fought against it. They claimed that the trainees should not have to be charged like they are employees. The regulation also costs the NIH more money causing pay decrease and financial strain. However, the regulation has not been lifted for the trainees and the NIH continues to withhold medicare and social security from the trainees. Another company that was affected by tax regulations was the Howard Hughes Medical Institute (HHMI). The Institute had to pay a large sum of tax debt. The company could not pay the money up front due to the institute paying more money towards research, scholarships, and small colleges.
