Carlino and Coulson estimated the sales price models pre-redevelopment, during redevelopment, and post-redevelopment. According to Jerry Carlin and Edward Coulson’s study in 2000, there was a net increase of 12,181 private jobs in the downtown area, a 1.2 billion dollar increase in salaries in the downtown area, and the city of Cleveland itself received a 23.9 million dollar increase in tax revenue from pre-redevelopment (Rosentraub, 4). “The annual investment of approximately 46.2 million dollars from public funding in the redevelopment program produced over 41 million dollars in new revenue from the amusement income from the facility” (Rosentraub, 5). All together, the large-scale redevelopment plan occupied blighted, obsolete land and buildings in Cleveland, which ultimately changed much of the landscape and the image of living in downtown Cleveland.
