The integrated model consists of four steps, the first step is to identify the stakeholders, ethical issues, and professional issues also known as ethical sensitivity. 3 The stakeholders affected by the implementation of the ACA are the U.S. citizens, legal immigrants, government officials, health care physicians, employers, and public programs. The first ethical issue of the ACA reform is the moral foundations of the reform; U.S. citizens want a successful health care system, but it is a challenge for the government to meet all expectations and deliver what the citizens mainly all want. U.S. citizens want control over their health care decisions, they do not want their choices taken from them. The second ethical issue that is brought to attention is using the ACEP code of ethics as a guiding source to ethically deliver emergency medical care, including providing high quality care, and affordable care. Having too many patients at one time, makes it difficult for the physicians to give each emergency patient high quality care. The first course of action is letting the citizens choose if they want to receive health care coverage. The second course of action is the government requiring citizens to purchase health care coverage. With so many issues arising from the implementation of the ACA, one method for the government to use to decide how to meet the majority of the citizen’s needs is to use the utilitarianism method. This could be completed by forming a list of the pros and cons of each action and then decide what is best for the
