What is an Appropriation?
An authorization by an act of the Congress that permits Federal agencies to incur obligations and to make payments out of the Treasury for specified purposes.
Represent limitations of amounts, which agencies may obligate during a specified time period.
What is Procurement?
appropriations used to purchase weapons systems and other investment items which exceed the current procurement threshold of $250,000 system unit cost.
Includes:
Shipbuilding/conversion(SCN), Weapon systems, combat vehicles, ammo

What is a PROJECT ORDER/ When is it used and how long is it good for?
A Project Order is used when work is a specific task or project and has a specified completion date/period. It is work performed on a reimbursable basis. Expiration of the PO is the date by which all work must be completed (does not expire with the appropriation)
When is an ECONOMY ACT ORDER (WORK REQUEST) used and how long is it good for
Economy Act Orders (a.k.a. Work Requests) are used to request routine or recurring day-to-day services within the Navy. Mission-related for requesting activity, such as Technical Assistance, Engineering Support, Installation of equipment, training and travel. Cannot be used to support mission of performing activity. Must be used within the time frame of the appropriation

Is all new construction SCN money? What color is paying for SSGN conversions?
No. Some is RDT&E. Mostly SCN with some RDT&E and OPN is paying for SSGN conversions
In dealing with SCN money, what can you use it for? What is the determining factor? Could you send an engineer to DC with it?
Essentially if it is not mission-related, you can use SCN money as long it involves the program. For example, you use SCN money to send an Engineer to Washington to attend the LHD-8 CSIPPT. You also use SCN money to send an Engineer to witness LHD-8 RO Unit factory tests in North Carolina. You cannot use SCN money for training. The comptroller (Code 700) makes the decision on gray areas.
When does SCN funding stop?
Obligation Work Limiting Date (OWLD). Date after which no new work can be started using Ship Construction Navy (SCN) appropriation. This date is established as 11 months after the Completion of Fitting Out (CFO) of the vessel. This date can be extended if warranted with approval from the Comptroller of the Navy.

What is the rule that governs O&M and MILPERS appropriations?
Annual Funding Policy.

The policy requires that you request only the dollars that you need to spend to operate, maintain, or pay the forces in a given year
What is the rule that governs RDT&E?
Incremental funding policy. The Congressional intent behind this policy is that a development program should budget annually only for what is needed to pay for R&D work to be performed during each fiscal year. Notwithstanding difficulties in pinning down the precise timing of work to be performed, the governing concept is that of incurred cost.
What is the rule that governs Procurement and Military Construction?
Full Funding Policy: "Each year's (procurement) appropriation request must contain the funds estimated to be required to cover the total cost to be incurred in completing delivery of a given quantity of usable end items such as aircraft, missiles, ships, vehicles and ammunition." The key words above are "usable end items."
Permission by congress to enter into transactions that will result in cash paid by the treasury.
