What does section 58 says about spoken words?

Not an infringement so long as it is direct from the source, not a previous record, it was not prohibited by the speaker, the use is by or with the authority of a person who us lawfully in possession of the record


Simplified version: when its handed over a written copy of the speech, copyright will belong to the speaker and need permission to publish it verbatim or risk infringement
