How is a law passed through Government?

What is the Green Paper?

A discussion document presented and necessary changes are made to the new law proposal.

What is the White Paper?

A finalised version of the new law which is sent off to Parliament.

What happens at the first reading?

The bill is introduced with a formal reading of title and a discussion to set a date for the second reading.

What happens at the second reading?

A full debate that considers the principles of the bill and a vote is taken.

What happens at the Committee stage?

18 MPs discuss the bills fine details line-by-line and make amendments.

What happens at the Report stage?

The committee reports back to the full House on any changes made.


The others may amend or reverse changes once heard.

What happens at the third reading?

Debate bill in its amended state.

What happens at the ‘other house’?

Goes through the same process at the ‘other house’.

What happens at the Royal assent?

The Queen formally agrees to make the bill an Act of Parliament (new law).
