ESA listing process
any citizen may propose that a spp be listed as threatened or endangered, Secretary of Interior decides whether to pursue case based on evidence, 1. loss of habitat 2. overutilization 3. disease or predation 4. inadequacy of existing regulatory mechanisms 5. other natural or manmade factors that may threaten species or habitat
