What is the purpose of the rating chain?

Make sure a soldier is rated by a specific rater/senior rater. Allows proper development of rated soldier.

When is an NCOER due?

Before the THRU date

When is a soldier counseled for their NCOER?

Within 30 days of the beginning of their rating period. Quarterly counseled after the initial counseling.

When does the rating period start?

When a soldier's rating chain is established.

What does the typical rating chain consist of?

Rated NCO, rater, and senior rater

What are the requirements to be a rater?

1. Immediate supervisor of the rated soldier


2. Normally will be senior to the rated Soldier in grade or date of rank.


3. Rater will be the supervisor of the rated NCO for a minimum period of 90 calendar days.


4. Rater must be SGT or above.

What are the responsibilities of the rated Soldier?

1. Perform duties to the best of their ability. Stewardship of the profession.


2. Participate in counseling sessions during the evaluation period.


3. Assess and describe objectives and duties.


4. Sign and review admin data.

What are a rater's responsibilities?

1. Provide a copy of their support form to rated Soldier.



2. Discuss the duties of the rated Soldier and performance objectives.

What are a senior rater's responsibilities?

1. Review and evaluate the rated Soldier's performance



2. Evaluate rated Soldier for future assignment and responsibilities.



3. Ensure support forms are provided to rated Soldiers.



4. Assess and evaluate a Soldier's potential and performance against peers.
