Rwandan Genocide

Rwandan Genocide History has seen its share of civil wars, massacres, and failures. The most violent, perhaps, of the crimes have occurred more recently, in the 20th century. As war “etiquette” has relegated, the atrocities committed against human beings have evolved. A new manner of channeling anger and hatred of a certain group arose; genocide. The Armenian genocide was one of the first crimes committed against an ethnic or religious group. The deaths experienced, however, does not match the number of Jews killed in the Holocaust. Most recently, just over 20 years ago, the world experienced yet another annihilation. The Rwandan Genocide, the systematic murder of Tutsi and fellow Hutu proprietors, is measured as one of the bloodiest …show more content…
The general was advised, instead, to warn the RPF, who was suspected to be planning the attack. In early April of 1994, the catalyst of the genocide occurred. An Airplane carrying President Habyarima, as well as the president of Burundi, was shot down just outside of the Presidential compound. Later reports found the RPF to be responsible for the planned attack. Almost immediately, Hutu people placed the blame on the Tutsi people, beginning the massacre of Tutsis. The Hutu Army initiated efforts to round up Tutsis, as well as any Hutu were accused of being sympathetic to the Tutsi people. The massacres continued for days, with no foreign involvement or interference. General Dallaire’s efforts to notify the UN of the ethnic based, systematic and brutal killings were merely met with evacuation requests, rather than armed forces assistance. French and Belgian expatriates were evacuated first from Rwanda by United Nations forces. Over the course of three days, nearly 250 United States citizens and ambassadors were successfully evacuated with military aid from the country; the troops, however, did not stay to assist the …show more content…
The investigator sent from the UN High Commission of Human rights agreed that a human rights violation was present in the conduct seen during the Rwandan civil war, indicating a genocide; however, it was not until three weeks into June that France stepped up, expressing intent to send a peace keeping mission team to aid the UNAMIR. Tutsi people endured massacres, brutal torture, and rape through that time. One Tutsi woman recalls her sister’s Hutu husband hiding her and raping her, meanwhile allowing his relatives to kill her sister, a

The UN Assistance Mission for Rwanda (UNAMIR) was established in October 1993 pursuant to Security Council Resolution (UNSCR) 872. Its mandate was to monitor the Arusha Agreement cease-fire and to assist in establishing new governance, however, this mandate represents the ineffectiveness of peacekeeping in resolving conflict as it did not permit the forcible removal of confirmed weapons caches or the use of firearms to protect civilians. Former UN War Crimes Investigator (“When Good Men Do Nothing” Four Corners), given the intelligence information received, the UN could have contained the killings, hence emphasises the failure of the SC in promptly responding to an impending crisis. Furthermore, the lack of funding and lack of political will, particularly the reluctance in using the term ‘genocide’ represents the absence and ineffectiveness of international cooperation in supplying adequate resources to UNAMIR, therefore significantly limiting the capacity of peacekeepers in resolving…

Because of the many killings going on during the Rwandan genocide, many Tutsis have been killed by the Hutu. By May 20, 1994, the International Committee for the Red Cross estimated more than 500,000 Rwandans killed. In March of 1994, many more could have been killed if the situation in Rwanda had worsened beyond the point it already has. If there were any possibility for there to be a new generation of Tutsis, it was eliminated. In the year 1994, in only four months, the Hutu extremists had already killed approximately 700,000, which were mostly Tutsi, and roughly 50,000 politically moderate Hutus.…

Along with the anger towards the Tutsi RPF for economic hardship came the fear of possible targeting against Hutu civilians. During the last several years of the civil war there were many instances in which the RPF had killed large amounts of Hutu civilians in furtherance of their goals. This fact led to obvious fears amongst the ordinary Hutu, fears that the Hutu regime would soon convince the masses to portray onto ordinary Tutsi civilians. The regime began using propaganda and convinced the civilian populace to be weary of all Tutsi for it was likely that they were members of the RPF hiding in plain sight, preparing to target and fight to overthrow the government. It would not be long before such fears were heightened when the elite reminded the Hutu populace of the vast inequality and abuse suffered under the previous Tutsi leadership.…
