Here centralization refers to the process that makes collective activities through a concrete and stable organizational and supportive administrative structure, this increases the efficiency and enhance the organization 's ability to influence the understandings, environment, and states’ interests. We consider the benefits of centralization under two headings-support for direct state interaction (the principal focus of regime theory) and operational activities (the traditional focus of IO studies).
The advantages of joining in IOs are as follows: an established organization provides a stable negotiating forum, enhancing reputational effects. Such a stable forum also allows for a fast response to sudden development. For example, after the tsunami struck, the International Red Cross and Red Crescent Movement mobilized thousands of staff and volunteers across the affected region to carry out search and rescue, relief distribution and a range of health activities, from first aid to psychological support.
