“On 02/28/2016 at 11:12 am, the victim was outside playing on a trampoline when the suspect shot him in the right leg. The suspect was interviewed by Det. Johnakin, and he confessed he was showing the gun towards the victim when he accidentally pulled the trigger and fired the weapon. The suspect stated he had found the firearm behind a trash can in the Merrifield’s neighborhood. Officers on scene recovered the firearm in the next yard over, and the suspect stated he had thrown the gun along with the shell casing into that yard. When officers ran the serial number on the weapon, it was discovered that it had been reported stolen by Willie Deloatch earlier in the morning on 02/28/2016.”

Gail Sweat, Tamar’s grandmother and legal guardian, stated she “was shocked because he knows better. He was not raised to put himself in a position like this. I never thought he would be involved in anything like this because his mother was shot to death in New Jersey.”

Tamar has no previous involvement in the juvenile justice system and this is his first intake contact. He does have an intake contact for a felony offense. He has no history of escape. It should be noted that a 9 year old child was shot as a result of Tamar’s actions. Tamar was not detained as a result of these charges. The Detention Assessment Instrument (DAI) scored Tamar at an 8, which indicates release. He has had no contact with any other courts or court service units.

Tamar currently lives in the city of Portsmouth with his grandmother, his great-grandmother, two brothers and a sister. He reported he has a good general relationship with all of them. His mother, Taherah Sweat is deceased and his father is unknown. Tamar has never run away or been kicked out of the home. He has never been placed outside of the home. She reported Tamar is generally responsible to perform household chores and responsibilities without prompting. She also reported he is no longer allowed to spend the night at friend’s houses because he “violated” her trust. She stated since the shooting, she has not “had to talk to him or anything. He has been very compliant and cooperative.” Ms. Sweat indicated when necessary, she would use restrictions of not allowing Tamar to use the computer, play video games or to use his cell phone. She said he is usually compliant.

Tamar is also consistently subject to appropriate rewards for good behavior. Ms. Sweat indicated she will reward Tamar with extra money, let him go to the movies or go to visit friends. Ms. Sweat appears to always practice good supervision. His guardian clearly disapproves of his behavior. Tamar's home includes some conflict, but it is well managed. According to Ms. Sweat, sometimes she and Tamar have conflicts, but “he says what he has to say, I say what I have to say, and then my mother is the mediator.” Ms. Sweat indicated Tamar generally accepts her authority and
