Type II governance focuses on working with management to create and implement strategies, (Chait,Ryan, Taylor, 2005). Type II governance is goal oriented and uses plans of action to reach strategically set goals. By using a S.W.O.T like analysis to better understand the organization 's position Type II governing is able to observe patterns and find the best course of action for that organization. I would create a committee that would analysis Baystate Health 's strengths, weaknesses, opportunities and threats in regards to absorbing the hospital. This committee would look at realistic goals, creative approaches, and flexible strategies that can adapt to unforeseen changes. The board would divide themselves and organize into smaller groups that each focus on one particular area of public opinion. The board would be encouraged to use focus groups, surveys and personal interviews to find out how the surrounding communities and employees view the organization and view the expansion. Chait, Ryan, and Taylor discuss the need for input when forming strategies and addressing pic picture questions (Chait,Ryan, Taylor, 2005). Input should come from top level management but also from those who it will effect the most, the community and the workers. When making a big picture decision such as whether it is the right time or not to take over another hospital it is important to use the strengths of Type II governing as Type I does not allow for forward thinking. I would change the format of the board meetings themselves so that the first half of each meeting was structured and reviewed all the necessary information but the second half of the meeting would be less structured. more open for creative ideas, debates, strategic ideas and how best to implement
