It is important to understand that alcohol was not always legal in the United States. In the early 1900’s in the United States alcohol was made to be illegal by the 18th Amendment (History.com Staff 3). This time period was known as Prohibition and was part of a temperance movement. The law was later repealed by the 21st Amendment due to the growing need for revenue that would be created by the liquor industry during The Great Depression in 1933 (History.com Staff 4). It became apparent that the liquor industry needed to be regulated when issues grew from lack of applicable law. So in 1934 the State Liquor Authority and the Division of Alcoholic Beverage Control were created by the passing of Alcoholic Beverage Control Law in New York State. (“Historical Overview” 1) These agencies are the leading authority on reviewing and granting liquor licenses.
There are several different Office Locations for The New York State Liquor Authority and they each cover different counties (“About the New York State Liquor Authority.”). Zone one is located in New York, NY and consists of Bronx, Kings, Nassau, New York, Queens, Richmond, Suffolk and Westchester County. Zone Two which is located in Albany, NY consists of Albany, Broome, Cayuga, Chenango, Clinton, Columbia, Delaware, Dutchess, Essex, Franklin, Fulton, Greene, Hamilton, Herkimer,

This license is used by establishments such as race tracks, ball parks and stadiums. This is a type of license that is for the consumption of beer on-premises. There are several fees associated with applying for this license the first being a $100 filing fee as well as a fingerprinting fee of $102.25. There is also a fee for the license itself, which costs $576 this, however is a refundable fee (“Ball Park/Stadium Beer License." 1). The license lasts for three years and needs to be renewed after this set time period. It cannot be used for a stadium belonging to an educational
