Historically, each State in the United States has had its own regulations and laws concerning alcohol of all sorts. Until 1995, the distribution of alcohols in the US was organized into a “Three-tier” system, made of brewers & importers (first tier), wholesalers & distributors (second tier), and retailers (third tier). This system was only allowing first tier vendors to sell their alcoholic products to distributors, which were then sold by distributors to retailers. First tier brewers could not sell directly to retailers and consumers.
However, in 1995, the declining number of distributors and retail stores in the United States influenced the Senate to pass a package of Bills to modify the restrictive laws on alcohol distribution. For the benefit of Ranger Creek and other local retailers, Texas Legislature

Due to the increase in demand, an increase in the number of hours as well as the purchase of further equipment would allow the Machine mill to augment their production capacity. In addition, the brewing capacity should be increased through the purchase of second grain mill. This purchase would create a clear separation between beer and whiskey, which currently see their grains being mixed and boiled in the same equipment, one after the other. For purpose of hygiene and specialization of products, each beverage should have their own equipment. For even better production efficiency, the automation of the filling process is recommended as this task is fully done by manpower, using one simple step. Now that the laws have passed in Texas, Ranger Creek can pride itself on being one of the first brewpubs distributing and allowing consumption of their products on place or to go. This event will be celebrated for beer & whiskey amateurs in the pub, and it sure is one of the few ideas that would not need our
